Offsets: He's slightly more blue overall, and has deep indigo eyes instead of the usual purple.
Personality:
Cerule is basically as calm, cool, and collected as the water that he inhabits. He doesn't mind company, and isn't shy - he just doesn't get angry or freaked out very easily. He loves to daydream, and his mind wanders pretty far back and forth across the poke-verse and the worlds beyond. He's normally just drifting along in the waves, humming to himself and relaxing. He's very approachable and easy to talk to, but it takes a lot for him to like you enough to consider you a friend. He's lax, but won't accept pushy pokemon - try to get him to do something he doesn't want to, and he'll just shut you out and continue doing whatever it was he was doing before you came and ruined things. He's a bit of a peace-lover, and hates seeing fights or being in the middle of one. His motto is to "get out of a fight before it even starts". He's an extreme optimist, however, and always can see the bright side of things. He may seem calm on the surface, but if you do something wrong to him or his friends, be prepared to feel the wrath of the stormy seas.

History:
Cerule had a pretty normal childhood. He had loving parents who tended to him and nurtured  him, giving him everything he could have wanted and more - a loving family, a lot of space to play and an awesome environment to explore. He loved his home, and was very happy and content where he was. He has many siblings, not all of them related by blood - many were just pokemon they found and befriended, and took in. He's pretty lax and calm because that's what his parents taught him to be, and he was always dealing with many younger siblings, so if he wasn't like that then basically he would've gone insane.
Eventually, he decided he would try to find his own way in the world. He loved his family but had always wondered if the sea was bluer on the other side. Taking some stuff with him, he began the long journey of just drifting where the ocean would take him. He washed up on the beach here and just decided to stay. After all… Why not?
